About security of Somervell County election ballots and legislation requiring police at counting

Apparently one of the changes made by the Texas Lege this last session was to require a posted guard during counting of ballots

Quote

Sec. 127.1232
Security of Voted Ballots

The general custodian of election records shall post a guard to ensure the security of ballot boxes containing voted ballots throughout the period of tabulation at the central counting station.

But it appears that this was an unfunded mandate, ie, the county must pay for the guard (someone from sheriff's department) but how do they get paid and how much, etc. Interesting discussion.
